A young gangabanger turned cop, Armando Sancho (Clifton Collins, Jr.) is finding his conscience bothering him after his partner (Cuba Gooding, Jr.) has killed an innocent bystander. He is in the department in no small part because he is street-wise, but it may be that he is not as wise to the ways of the rogues within the power structure of the L. A.P. D.Sancho values loyalty, but this also comes into question when he is asked to testify against others within their unit in exchange for immunity. He also has to get his partner before internal affairs to verify the testimony – not an easy task. Not only does he risk losing his partner’s trust, his partner is a loose cannon whose moods are seldom predictable. He can be, for example, laughing while menacing lost tourists. Their shady superiors convince the officers to check out some drugs from the evidence locker in a convoluted scheme. In reality, they may be framing Sancho and his partner.
